BIREUEN — Dozens of residents affected by hydrometeorological disasters in the form of floods and landslides from Kuala Ceurape Village, Jangka District, Bireuen Regency, visited the Bireuen Regency Disaster Management Agency (BPBD) office on Tuesday (8/4/2026). The group, consisting of both men and women, aimed to directly inquire about the certainty of the disbursement of Phase II living allowance (jadup) funds, which affected residents have yet to receive.
Residents visited the disaster management agency facility to voice their concerns over the delay in distributing the aid to which disaster victims are entitled. The distribution of the second phase of living allowance aid is considered critical for sustaining the daily basic needs of residents following the floods and landslides that struck their residential area in Jangka District.
Demanding Certainty and Disbursement Transparency
The arrival of Kuala Ceurape residents at the Bireuen Regency BPBD office was driven by a lack of clear information regarding the exact schedule for the Phase II living allowance disbursement. Feeling they were no longer getting adequate certainty at the village level, residents decided to take direct action by visiting the relevant agency office at the regency level to obtain an official answer.
This demonstration of aspirations took place as residents raised objections regarding the slow administrative process. Community representatives stated that post-disaster living needs were becoming increasingly urgent, while the distribution of aid funds showed no concrete progress without a clear timeline from management.
Disappointment Over Village Head's Promises
Behind the demand for certainty at the BPBD office lay deep disappointment among residents toward the local village government's leadership. Repeated promises regarding administrative settlement and aid fund disbursements made by the Village Head (Keuchik) were deemed mere empty assurances that failed to materialize on the ground.
This situation fueled frustration among residents who desperately need the post-disaster economic recovery funds. The lingering uncertainty prompted residents to bypass local channels and approach higher bureaucracy so that the living allowance distribution problem could find a swift, clear solution.
"The promises and assurances made by the Keuchik have not been proven with realization to this day," said Mawardi, a representative of Kuala Ceurape Village residents.
Urging BPBD Bireuen to Take Action
By visiting directly, residents place high hopes on the Bireuen Regency BPBD to actively intervene and resolve the obstacles hindering the Phase II living allowance disbursement. Residents urged BPBD Bireuen to oversee the process transparently so that the rights of Kuala Ceurape flood and landslide victims are promptly fulfilled.
The community emphasized that they will continue to monitor this disbursement issue until the Phase II living allowance funds to which they are entitled are fully realized to ease their living burden following the hydrometeorological disaster.
